I have never been on the set of a major motion picture, but I HAVE been to a bunch of anime conventions and this is pretty much how they all work. The more people you have working on a thing, the less any of those people know about how that thing is supposed to run.

Also, HOLY CRAP THAT’S A LOT OF CHARACTERS TO UNLOAD AT ONCE.

(Historical Notes: Dude, Past Me didn’t have to write out tags for each and every one of them, either. Also, just look at how many of the characters being introduced for this story AREN’T on the cover image.  Shows how good I am at planning this stuff out, huh?)
